The 600-megawatt Pio Pico Energy Center project site is in Otay Mesa, CA. This natural gas power plant provides energy during peak demand hours. This state-of-the-art power plant can go from offline to full capacity within 10 minutes or less.
Twining was retained by Kiewit Power Constructors to provide all geotechnical engineering, materials testing, special inspections, radiographic testing, and non-destructive testing during the construction of the Pio Pico Energy Center. We provided two full-time soils inspectors on this project for a years’ duration.
Twining also assumed the role of Geotechnical Engineer of Record on this project. We completed grading observation and testing services, including field density testing, using the previously prepared geotechnical report as the basis for our observations and testing. Grading operations for this site generally consisted of soil removals (cuts) for equipment and structural pads, fill for equipment and structural pads, structural backfill, and utility trench backfill. The fills and finished subgrade were tested to a minimum relative compaction of 90 or 95 percent, in accordance with the latest version of ASTM D1557.
